Greetings,
This note is to all those sellers who list their auctions as paypal only. I am just a buyer and not a seller and have only been an ebayer for a little over a year and a half. I only bid on auctions that will accept paypal for payment as that is how I want to pay for my wins. In the last few months something has gone screwy w/ ebay that every now and again I am not allowed to bid on items because ebay says that I don’t have a paypal account. Customer non-service has told me they have a “glitch” and after our conversation all will be fixed.This problem continues and I ask you as the sellers to lean on ebay to fix their “glitch”. Repeatedly linking my paypal account to ebay has not worked. Please look to my feedback over the last year and a half to know I’m not a buyer who should just give up on the whole ebay system because I may have no other choice. in a FDIC account that is actually under the name of the account holder,by the way under Rhode Island Banking Laws and Regualtions PayPal is required to carry that insurance,no exceptions under the law…………..

If you sell something like I did a Pentium 3 CPU and PayPal places a hold on the money, all $4 of the payment, PayPal wants online tracking or they may not even pay you at all if the buyer does not leave some feedback. The First Class Mail service does not offer online prrof of delivery… So where you would charge $2.60 for shipping you now must charge $16.00 for a Priority Mail Upgrade. To make things even better everyone is sending payments from unconfirmed shipping addresses that are ineligible for protection.

So here we have a $4.00 payment on hold for an item to be shipped First Class mail which offers no proof of delivery and the buyer is unconfirmed to boot!

It’s $4.00 Freaking Dollars! The payment covers the Ebay Fees, Paypal fees and shipping and leave $.28 in your pocket! What in the heck are they thinking to place a hold on the item when the fees are three times what the sellers gets and the actual money the seller would get is just $.28!

I hate to say it but I am not paying to ship the item where I probably will not get paid for my fees incured so I can pocket a quarter!

Hi all,
I purchased an item (not from ebay) and paid through paypal. The item was packed very poorly and arrived broken into four pieces that I cannot fix. It was an antique sculpture that cannot be fixed. Paypal states they will be doing absolutely nothing since the item was not purchased through ebay. This sculpture cost $100.00 (a decent size amount of money to me. I contacted UPS and they say they cannot do anything either. What is the point of paypal and now there is no backup unless purchased on ebay? There is no protection.

The PayPal Buyer Complaint Policy applies to non-eBay transactions. When a buyer wins a Buyer Complaint Claim, PayPal will reimburse the buyer only if the funds are available in the seller’s PayPal account. The PayPal Buyer Complaint Policy does not cover “not as described” claims.

The PayPal Buyer Protection Policy applies to eBay transactions. When a buyer wins a Buyer Protection Claim, PayPal will reimburse the buyer up to the protection amount ($200.00 or $2,000.00) specified in the eBay listing regardless whether the funds are available in the seller’s PayPal account.

Log into PayPal
Look at the history pages for all of our recent transactions.
Look particularly for the deduction that brought your PP balance down.
* What reason was shown for that deduction?

The person that got the money back that I didn’t have, though, was the one I bought the first xbox 360 from.

You claim:
1. You sold a Playstation, and were paid
2. You used that money to pay for the first xbox
3. The money was later returned to you
4. The same money was later taken from you

However, the money you sent for the xbox was the money you received for the PS3. If that money was unauthorized or otherwise disputed, it could be withdrawn by PayPal.

You suspect the seller of the first (undelivered) xbox got the money. What evidence do you have of that?

I still suspect — quite strongly — your PS3 was paid with unauthorized funds, or the buyer of the PS3 won a complaint against you.

Again, give us the auction number for your PS3 sale, and answer the two questions I posed at the top of this note.

I filed a claim against a seller, he continued to be a jerk. When I attempted to escalate, I was unable to submit the form. I go repeated error messages that there were incomplete fields on the page. I tried for two days with no success, I am not a computer dummy and can spot an empty field (besides usually an empty field is highlighted) I emailed customer service, got a completely useless response directing me to the page that wasn’t working. Emailed them again trying to get help, no response, tried the landline twice and only got an error message. I even emailed them my phone number.
Now it’s too late and the claim has been closed.

Is there no avenue of success with paypal!?!

But my main complaint is that nobody from PayPal even try to solve my problems. All they could come up with some stupid excuses without telling me the main reason for this to happen or how do I solve it. After several inquiries, all I get is a reply like this:

The ugly thing is that the PayPal support reps doesn’t even have any idea what I am talking about. My account wasn’t on-hold or suspended or need any account restoration. I can’t find nothing that ask me to do anything like what he/she said about account restoration on my Account Overview page. I bet he didn’t even check my account like he/she said in his/her mail.

And worst, there were no emails or names for me to follow up or contact as I can NOT reply to his/her mail. That means I have to lodge another inquiry and re-explain what is my situation.

I just think this is stupid…

I hope there will be a better community out there than eBay and PayPal which have better representatives that will hear us.

No - I do not know whether the buyer used a credit card - the Paypal email that informed me of payment simply stated “Notification of an Instant Payment” - I suppose that could mean either by CC or from their PP balance, correct?

The buyer - who is about 1500 miles away (+ or -) is now angered over PP’s decision, and already sent me an email threatening “litigation”. Funny that this is the first email I ever received from this person since he won the item 6 weeks ago.

I have been smelling a scam ever since he filed the PP dispute - which again was 45 days after the auction ended.

Yeah, remember that the credit card issuer requires the buyer to attempt to resolve the dispute with the seller of record, which is PayPal, first!

Now that your buyer has completed that, he’s free to seek a reversal of the charge from the issuer. The issuer will probably rubber-stamp that request, because they just turn around and DEBIT PayPal. IOW, it’s easy to be generous - with Other People’s Money!

So, you’re not off the hook yet..the buyer is going through the process just as determined as ever to get free stuff.

I’m late to the new rules discussion. The pinks wrote that their research shows 8o% more INR with paper payments. What am I missing? What difference does payment method make, if a seller uses DC for all kinds of payment? Help me out,please

The point they were trying to avoid admitting is that it is a very small percentage that do not ship- if 1/10th of one percent who are paid electronically do not ship, then the 80 percent increase gives you less than 2/10ths of one percent who are paid with paper who do not ship.

Want an honest presentation? Don’t look to PayPal or pinks.
